Is it bad to use a template for a resume?

No, using a resume template is not harmful. No hiring manager will reject your application because your resume was formatted using a template. Resume templates help you to meet industry standards, look professional and pass the Application Tracking System (ATS).

However, be sure that the content on your resume is original and that the template you pick is acceptable for the position you’re applying for. In other words don’t pick highly creative resume template unless applying for a creative field. Remember to tailor your resume content for every job you apply.
